This web site was created in hopes that the City of San
Jose, CA will terminate the NASCOP program currently in
operation due to numerous legal problems. The web site also
seeks to inform the residents of San Jose on the legal
issues concerning the NASCOP program.
What is the NASCOP program?
NASCOP stands for "Neighborhood Automated Speed Compliance
Program. The program was created in 1998 by the city to
help enforce vehicle speeding laws within the city. NASCOP
is currently used on local San Jose streets that have a
posted 25-30 m.p.h speed limit. Parked mini-vans, with a
technician operating the controls, take photographs of the
front and back of any vehicle going faster than the posted
speed limit as well as the driver's face. The registered
owner of the vehicle receives a notice of the incident
through the USPS informing the owner that unless the owner
can show using their California driver's license photograph
that they were not the driver of the automobile then the
city will be issuing them a citation for a speeding
violation. The owner is either able to make an appoint to
see the photographs at the city's Department of
Transportation Office or mail a photocopy of the owner's
driver's license. Department of Transportation staff look
at the owner's driver's license photograph and try to match
it with the photograph taken by the NASCOP technician. If
the staff believes there is no match, the city drops the
case. However, in the event the staff believes the two
photos match, then the city issues the owner a citation
through the mail.

The NASCOP web page provides the city's description of the
program as well as a brochure you can download as a PDF
document.
nascop.com believes that the operation of the program is in
direct violation of several state laws. If that is indeed
the case, the program is costing the City, State, and
residents of San Jose valuable tax payer money that could
be directed to much more effective means of controlling
vehicle speeds on the streets of the city not to mention
other programs.
